Hola Amigos de Open Innovación Abierta.


Estoy apoyando un proyecto de investigación de Doctorado llevado a cabo en Deakin University. Este proyecto impulsa nuevas ideas críticas con respecto a la gestión de la innovación abierta en las empresas.

Me gustaría invitarlos a participar en el, compartiendo sus reflexiones sobre las actividades que impulsan el desarrollo de la innovación, llenando una corta encuesta.

La encuesta está diseñada en ingles, aunque es simple e intuitiva y no llevará más de 15 minutos completarla. Sin embargo, si tienen alguna duda sobre ella estare disponible para facilitar el proceso.

Los resultados serán presentados a todos los invitados en la forma de un breve informe y un seminario web para aquellos que quieran hacer preguntas.

“In the field of knowledge management, the process of converting explicit knowledge into explicit knowledge is known as combination. In this process of knowledge generation is from information systems, electronic data processing and integration. As I have always stated in my view, the Government Online program in Colombia, is nothing more than the implementation of a knowledge management system for the state, and this being consistent with and aligned with academic theory, the Open Data portal of the Colombian state is a combination tool where the existing explicit knowledge within organizations and often stored in databases to a repository brings providing some additional metadata and which new knowledge is explicit and is available to of society.

The public sector entities, have a lot of knowledge, both explicit and implicit, within their organizations, within their documents, information systems, spreadsheets, the minds of your servants, etc.., And some mode has been consolidated in the group of explicit knowledge. A conscious or unconscious, Quality Systems for Public Management that have been implemented over the last decade have as part of its objectives the documentation of processes and procedures of the entity, which has led to bulk process outsourcing within the state, much knowledge was only in the minds of public officials (tacit) is carried documents, systems, electronic media (explicit).

Much of the information derived from the process of externalization begins to articulate data and information that is already structured in some systems entities and begins to generate new knowledge, the latter begin to release data sets that are exploitable by society and the government to notice this utility starts to make it available to social actors in the country, citizenship, for them, give added value and benefit from this information that the end of the day is public character and are the property of citizens who have paid their taxes.

Within the portal Datos.gov.co now a number of useful information from different sources in free and machine-processable formats, which have helped to develop applications, conduct research, support studies, among others, supporting a process of knowledge transfer is from the State to citizenship. But this knowledge is not unidirectional, citizenship also has tools through this website to comment and suggest, which leads to identifying data needs of the citizenry, these needs are recorded within a system and thus again provides a process outsourcing passing the tacit knowledge of citizenship to explicitly registered within the State system.

At the time of writing this post the catalog has 499 published data sets, although already a considerable number is still more use by the public, but this also happens because of the lack of commitment of many entities to open their data, or verify its usefulness.

In Colombia advance to the management of public institutions through an instrument called FURAG for its acronym in Spanish (Single Registration Form for Advance Management) measurement performed there the different public entities are consolidated in a single instrument is measured within the themes that are measured is the online government and there is recorded that components eGovernment strategy has been implemented. The issue of open data is a component element of Democracy Online which in turn belongs to the Government Online Strategy.

“In Colombia the Ministry of Information Technologies and Communications (www.mintic.gov.co) leads the process of the implementation strategy for online government institutions both at the national and territorial. In Colombia has built a ranking of these entities using an index which in turn is calculated by the sum of subindices of the few components that make online government strategy.

These components are:

  • Transversal elements: comprise users’ characterization activities, security policies, institutionalization of the strategy, implementation of a management system information technology, among others, that are common to the other components.
  • Online information: Try to make available to users all the information found in the state and is useful to the public. In this component we find the publication activity of Open Government Data.
  • Interaction Online: Includes activities to enable opportunities for exchange of information between public officials, organizations, citizens and businesses.
  • Online Transaction: Here are the activities aimed at the implementation of procedures and services using electronic channels.
  • Transformation: This component seeks interoperability using electronic media through departments of an entity and other entities, seek to minimize paperwork chains and improve administrative efficiency.
  • Democracy online: The latter component seeks to enable opportunities for participation of citizens where they can be part of the decision-making of government and public policy making. In this component, the theme Open Innovation working in the government and in turn there reappears theme open data for generating innovative solutions.

Focusing attention on the topic of Open Government Data, we can find the portal datos.gov.co, which was to enable public bodies to publish their datasets. On this portal you can find various types of data and are dedicated areas for both institutions and developers. It has an Apps store, where it gets publicly available applications that are developed for different platforms, especially mobile. For February 20, 2014 published 494 datasets are issues like:

  • Administrative data
  • essentials
  • Legislation
  • Environment
  • Labour and employment
  • Science
  • Civil service
  • Social Prosperity
  • Housing
  • Mobility and Transport
  • ICT
  • Defense
  • Education
  • Statistics
  • Trade
  • Industry

  • Procurement
  • Agriculture and Rural Development
  • Economic and Business
  • Social
  • Geography

Each dataset is downloadable in csv or xls format, has the metadata tab and a space for comments and user requests for each set.

The standards used in the portal allows access from different platforms such as Microsoft. NET, Java, Ruby, PHP and Python. The standards are:

  • Rest Web Services
  • Open Data Protocol (HTTP, Atom Publishing protocol and JSON).

For the years 2013 and 2014, the ministry of ICT has made an administrative agreement with the Centre for Research and Development of Information Technologies and Communications – CINTEL, whereby a specialized coaching is done government entities to improve the implementation of the Government Online Strategy, and has framed the six components of this strategy on three themes:

  • Procedures and Services
  • Administrative Efficiency
  • Open Government

In the latter works everything about open innovation and open data. Previously identified strategic issues for the country as institutions sector and contribute information for decision-making on such issues. With these strategic issues identified sources of data relevant to the important issues of government and proceeds to make the process of legal analysis and subsequent publication.

Other institutions, especially technical, technological and vocational training, are attentive to see the opportunities for use of these data through hackatons, application development within their academic programs and related research.

Entities will be encouraged to plan sustainability strategy and increase citizen participation through exercises open innovation and open data sets. Institutions build baseline indicators to measure and assess the impact in the medium and long term.

El presidente de los Estados Unidos de Norte America, Barak Obama ha enfatizado en la necesidad de capitalizar y aprovechas la experiencia ciudadana para hacer el gobierno más inteligente y más sensible a las demandas de las personas y del sector privado.

Esta filosofía de "innovación abierta" aplicada al sector público ya ha dado resultados en actividades que el gobierno norteamericano plantea, serán la base para lograr el crecimiento de la productividad y permitiendo además crecer los empleos del futuro.

Como parte de un ejercicio de sistematización de experiencias se ha publicado el "Open Innovators Toolkit" un compilado de 20 "mejores prácticas" que muestran como la innovación abierta puede ganar espacio en la gestión pública.

The Age of the Consumer-Innovator

En un artículo escrito por Eric Von Hippel,  Susumu Ogawa y Jeroen P.J. de Jong, se muestra un interesante comparativo entre comportamientos innovadores en consumidores de EEUU, Inlaterra y Japón.

 

Es importante recordar que Von Hippel es autor del libro "Democratizing the innovation", su teoría sobre la participación de los consumidores como actores fundamentales del proceso de innovación constituye uno de los fundamentos de los actuales modelos de Innovación Abierta.

 

Este trabajo es muy interesante tanto para investigadores y estudiosos de los procesos de innovación, como para empresarios, ya que presenta un acercamiento a lo que puede ser una metodolgía para la implementación de iniciativas del tipo Consumer Innovation.

Saludo de Bienvenida


La Red BIT-Bogotá Innovación y Tecnología es una plataforma Web que pretende encadenar oferta-demanda de conocimiento en la región. Integra a emprendedores, instituciones, investigadores, centros de desarrollo tecnológico, inversionistas y la comunidad empresarial, propiciando una cultura de la innovación en la región.

Contexto de nuestra propuesta:
  • En la región sólo 5,8% de las empresas tienen departamentos de I+D en los que labora menos de 1% del personal. Menos de un tercio de las empresas acuden a apoyo externo en busca de capacitación y de consultoría, y tan sólo 22 % implementa acciones para proteger el conocimiento (Fuente: CCB-OCyT).
  • Más de 50% de las empresas de la región son No Innovadoras, menos de 10% son innovadoras en sentido estricto. Las empresas invierten en promedio menos de 0,1 % de sus ventas en I+D&I (Fuente: CCB-OCyT).
  • En la ciudad se invierten entre $350 mil y $700 mil millones al año en actividades de innovación. Sin embargo, más de 75% de esta inversión se efectúa en tecnología incorporada a bienes de capital. En las “tecnologías blandas” predomina la capacitación, son escasos los proyectos y escasa la cooperación entre empresas e instituciones de investigación.
Los anteriores datos ponen de manifiesto la necesidade de generar mecanismos para promover un mayor nivel de innovación en las empresas de la Región, en especial las PYMES, que conforman mas del 90% del tejido empresarial y son las empresas con mayores limitaciones para la innovación.

La apuesta de TEAM Ingeniería de Conocimiento consiste en la aplicación de un modelo de Innovación Abierta para generar procesos efectivos de transferecia de tecnologia que permitan mejorar la competitividad del sector empresarial y desarrollar nuevas oportunidades de negocio basadas en el uso del conocimiento.
