Para nadie es un secreto que la calidad de la información que se sube a los módulos de SCienTi no es totalmente validada, ni por el software ni por las personas. Por tal motivo se puede encontrar mucha información basura dentro de este gran sistema, y lo pero de todo es que con tal información se toman decisiones de política pública de CTeI en Colombia.

Con el solo ejercicio de diligenciar una hoja de vida en CvLAC se puede comprobar que el usuario puede agregar toda la información que quiera, incluso parámetros como programas académicos, instituciones, áreas de conocimiento, etc.

Yo propongo un flujo muy sencillo de información que ayudará a verificar la validez, tanto en veracidad como en integridad de los datos consignados.

El hecho de que los miembros de los grupos de investigación puedan diligenciar directamente la información en SCienti esta generando dos problemas:

1. Que la institución que avala al grupo no cuente con la información actualizada y no conozca realmente su propias capacidades de investigación. Los comités de puntaje no necesariamente reflejan toda la producción y muchas instituciones carecen de sistemas estructurados.

2. Que SCienTI obtenga información que no refleje la realidad o que no cuente con la calidad necesaria para la construcción de indicadores de capacidades.

“In the field of knowledge management, the process of converting explicit knowledge into explicit knowledge is known as combination. In this process of knowledge generation is from information systems, electronic data processing and integration. As I have always stated in my view, the Government Online program in Colombia, is nothing more than the implementation of a knowledge management system for the state, and this being consistent with and aligned with academic theory, the Open Data portal of the Colombian state is a combination tool where the existing explicit knowledge within organizations and often stored in databases to a repository brings providing some additional metadata and which new knowledge is explicit and is available to of society.

The public sector entities, have a lot of knowledge, both explicit and implicit, within their organizations, within their documents, information systems, spreadsheets, the minds of your servants, etc.., And some mode has been consolidated in the group of explicit knowledge. A conscious or unconscious, Quality Systems for Public Management that have been implemented over the last decade have as part of its objectives the documentation of processes and procedures of the entity, which has led to bulk process outsourcing within the state, much knowledge was only in the minds of public officials (tacit) is carried documents, systems, electronic media (explicit).

Much of the information derived from the process of externalization begins to articulate data and information that is already structured in some systems entities and begins to generate new knowledge, the latter begin to release data sets that are exploitable by society and the government to notice this utility starts to make it available to social actors in the country, citizenship, for them, give added value and benefit from this information that the end of the day is public character and are the property of citizens who have paid their taxes.

Within the portal Datos.gov.co now a number of useful information from different sources in free and machine-processable formats, which have helped to develop applications, conduct research, support studies, among others, supporting a process of knowledge transfer is from the State to citizenship. But this knowledge is not unidirectional, citizenship also has tools through this website to comment and suggest, which leads to identifying data needs of the citizenry, these needs are recorded within a system and thus again provides a process outsourcing passing the tacit knowledge of citizenship to explicitly registered within the State system.

“In Colombia the Ministry of Information Technologies and Communications (www.mintic.gov.co) leads the process of the implementation strategy for online government institutions both at the national and territorial. In Colombia has built a ranking of these entities using an index which in turn is calculated by the sum of subindices of the few components that make online government strategy.

These components are:

  • Transversal elements: comprise users’ characterization activities, security policies, institutionalization of the strategy, implementation of a management system information technology, among others, that are common to the other components.
  • Online information: Try to make available to users all the information found in the state and is useful to the public. In this component we find the publication activity of Open Government Data.
  • Interaction Online: Includes activities to enable opportunities for exchange of information between public officials, organizations, citizens and businesses.
  • Online Transaction: Here are the activities aimed at the implementation of procedures and services using electronic channels.
  • Transformation: This component seeks interoperability using electronic media through departments of an entity and other entities, seek to minimize paperwork chains and improve administrative efficiency.
  • Democracy online: The latter component seeks to enable opportunities for participation of citizens where they can be part of the decision-making of government and public policy making. In this component, the theme Open Innovation working in the government and in turn there reappears theme open data for generating innovative solutions.

Focusing attention on the topic of Open Government Data, we can find the portal datos.gov.co, which was to enable public bodies to publish their datasets. On this portal you can find various types of data and are dedicated areas for both institutions and developers. It has an Apps store, where it gets publicly available applications that are developed for different platforms, especially mobile. For February 20, 2014 published 494 datasets are issues like:

The standards used in the portal allows access from different platforms such as Microsoft. NET, Java, Ruby, PHP and Python. The standards are:

  • Rest Web Services
  • Open Data Protocol (HTTP, Atom Publishing protocol and JSON).

For the years 2013 and 2014, the ministry of ICT has made an administrative agreement with the Centre for Research and Development of Information Technologies and Communications – CINTEL, whereby a specialized coaching is done government entities to improve the implementation of the Government Online Strategy, and has framed the six components of this strategy on three themes:

  • Procedures and Services
  • Administrative Efficiency
  • Open Government

In the latter works everything about open innovation and open data. Previously identified strategic issues for the country as institutions sector and contribute information for decision-making on such issues. With these strategic issues identified sources of data relevant to the important issues of government and proceeds to make the process of legal analysis and subsequent publication.

Other institutions, especially technical, technological and vocational training, are attentive to see the opportunities for use of these data through hackatons, application development within their academic programs and related research.

Entities will be encouraged to plan sustainability strategy and increase citizen participation through exercises open innovation and open data sets. Institutions build baseline indicators to measure and assess the impact in the medium and long term.

Autonomía de doble filo

La Autonomía Universitaria, arma de doble filo, baluarte que ha permitido defender la Universidad Pública, pero también un elemento para evitar que se vea hacia adentro, la Universidad Pública parece haber quedado congelada en el tiempo, estar en los años 80. La burocracia, la exigencia del "papel" en los trámites, la falta de competitividad de los actores de la administración en los diferentes niveles reflejan esta situación. Vemos como muchas entidades públicas se intentan modernizar en sus procesos, como modernizan sus plantas, como implementan estrategias cero papel, todos sus trámites en Internet gratuitos, pero la Universidad Pública se resiste, al entrar a la Nacional (que es el espacio de Universidad Pública que tengo más cerca) se siente viajar en el tiempo, y esta situación ayuda en la crisis que anda. Temas como el teletrabajo suena en la Nacho como tema de ciencia ficción, entre directivos y trabajadores. Solo basta con ver el matrimonio de sus procesos con el Banco Popular, una entidad igual de arcaica.

Pero la soberbia de creer que la Universidad pública cuenta con los sabios del país, y que los mismos están sobre el bien y el mal, ayuda a profundizar aún más esta crisis, los demás actores de la sociedad marginan a la institución y por eso la participación de la Universidad en órganos de influencia es casi nula.

Es triste ver como la Universidad se va destruyendo desde adentro, ver como la incompetencia se ve crecer cada día, ver como órganos internos se degradan cada día más, y muchos de los que se encuentran adentro usan la Universidad como si fuese su propia empresa.
